Seems VS2017 is not supporting project property 'outputfilename' anymore !?
Try adding this Nuget package to both VS2015 and VS2017 projects, and compare the different content of the Demo.txt file added to the root.
With VS2015 my NuGet package works just fine with project properties like 'rootnamespace' and 'outputfilename' in my .pp files. However with VS2017 'outputfilename' it's blank.
