Shared .NET 10 library for C# semantic tooling: Roslyn workspace (MSBuild), code actions, rename, diagnostics, find usages, workspace navigation.
Used by RoslynMcp (stdio MCP for agents) and IDE hosts such as Cascade IDE (in-process editor refactorings).
