RuntimeDesigner library will allow users to Design Windows Forms at run time, make UI changes on existing forms, re-parenting existing controls, save the form, load saved changes to existing forms. Users can add controls at Runtime from the Toolbar, design their Forms, and write their code for controls to perform some Action. Serialization is done through XML not C# code.
