Antiphon.Invoicing.Licensing

Offline license enforcement for Antiphon (SDK-07, FR-21/FR-22/FR-23): signed license keys verified with no network call of any kind, Hangfire-style perpetual-fallback with a minimum 14-day grace period, and an honest evaluation mode that never alters invoice output. Isolated package (NFR-06) — depends on no other Antiphon.* project. See docs/Antiphon-Licensing.md.
