Antiphon.Invoicing.Rules.Ir

Shared IR record types (RuleSetIr/PatternIr/RuleIr/AssertIr, the Expr hierarchy) and JSON (de)serialization for compiled Antiphon rule sets. Referenced by both the build-time compiler (tools/Antiphon.RuleCompiler) and the runtime evaluator (Antiphon.Validation) — see docs/Antiphon-Rules-Compiler.md and docs/Antiphon-Rule-Engine.md.
