Antiphon.Invoicing.Xsd.Core

Shared XmlSchemaSet-loading utility for Antiphon's XSD packages (Antiphon.Xsd.Ubl, Antiphon.Xsd.Cii): resolves each schema's embedded, filename-keyed resources so relative xsd:import/xsd:include schemaLocations work without touching disk. No dependency on Antiphon.Rules.* or Antiphon.Validation — see docs/Antiphon-Rule-Engine.md.
