ILGPU-based GPU acceleration for Cortex with CUDA, OpenCL, and CPU fallback.

Part of the Cortex data science ecosystem for .NET.

Requires .NET 10+ and the Cortex core package. GPU support requires CUDA or OpenCL drivers; falls back to CPU automatically.
