Shared interfaces, enums, utilities, and XML writer foundation shared by all DotnetPoi packages.

This is a transitive dependency. You do not need to install it directly. NuGet pulls it in automatically when you reference DotnetPoi.Ooxml, DotnetPoi.Legacy, or DotnetPoi.All.
