Design Notes

This package owns HTTP/3 connection, control-stream, request-stream, SETTINGS, and GOAWAY behavior.
It depends on Incursa.Quic for transport streams and on Incursa.Qpack for header compression.
It must stay independent from ASP.NET hosting concerns.
