Everything IFeatureManager supports works unchanged — percentage rollouts, time windows, targeting filters — because the provider simply asks it.

Unknown flags are off

A feature nobody has defined is reported off, which is what IFeatureManager itself does. It is also the only safe reading: a typo in a feature name that defaulted to "on" would ship the unfinished feature.
