Rules: Hosting does not pull engines transitively. Pin all JxNet.OmniReport.* packages to the same version in consuming projects.

SMS pilot: Exam report-card PDF (exam.report-card) is registered in Infrastructure/Reporting/OmniReport/ with both engines. Staff/portal PDF endpoints accept optional ?engine=QuestPdfAdapter|FastReportAdapter.
