A update for the Notifications.Wpf package.

So, while working on Notifications on WPF for .NET Core, I found that very few packages and projects had a complete solutions. I originally found the Federerer/Notifications.Wpf version, which was not being worked on, and needed some updates. Then, I found in the issues that people moved over to Platonenkov/Notification.Wpf, which is a awesome package. Platonenkov did a lot of updates, including new features and much more.

But the package was made to work with .NET Framework, and Platononenkov is Russian (I think, sorry if I made a mistake here, Platononekov!), some of his comments are in russian, and he did not activate the issues in his project. I needed it to work with .NET Core out of the box. So, I did this, based on some things I saw in mjuen/Notifications.Wpf.Core as well.

The idea is to make the entire thing work for .NET Core, upgrade Font Awesome to 5 (which works greatly with .NET Core and so on), and keep upgrading the package to 5.0 in the future.
