Reusable accent-theme system for OBase Framework apps: a Bootstrap 5 CSS-variable token layer with 6 built-in accents (blue, violet, emerald, sunset, gold, graphite), a no-flash client-side switcher (window.obase.setAccent/getAccent), and the ObaseAccentPicker component. Orthogonal to the light/dark data-bs-theme switch; composes with OBaseWebComponent via the shared --bs-* variables.
