Adds net8.0 and net10.0 targets; net10.0 gains allocation-free params-span exclusion overloads. Default RNG is now thread-safe: Random.Shared on net8.0/net10.0 assets, one instance per thread on netstandard assets. Note: 2.5.4 annotated Try-pattern out parameters with MaybeNullWhen(false); consumers compiling with strict nullable warnings may see new (correct) warnings where a Try result was dereferenced without checking the returned bool. Includes all 2.5.4 fixes.
