Sidub Platform — Configuration

Composes a host's configuration the same way in every process: the checked-in appsettings.json, the selected environment's App Configuration store (or a snapshot of it on a developer's machine), the developer's appsettings.Development.json and the process's environment variables, later winning. The environment is chosen by code, by the deployed host's endpoint variable, by SIDUB_ENVIRONMENT, by sidub-config use, or by the one non-production entry of the checked-in map; a production environment is never selected implicitly in Development. A host refuses to start while any value of its final configuration is a secret reference nothing resolved.

Add Sidub.Platform.Configuration.AzureAppConfiguration for the live store source.
