The smooth-operator service in C# — wraps SmooAI.SmoothOperator.Core to serve the schema-driven conversation protocol (sessions, streaming turns, citations). The native .NET analog of the Rust smooth-operator-server. Phase 0: the in-process protocol runner + dispatch; the WebSocket host + durable adapters arrive in later phases.
