ThinkGeo.MapSuite.Layers.Kml is based on .NET Framework. It is a layer extension to the Map Suite product line, see below for compatibility. This extension provides the ability to load and render KML data formats on maps.

Keyhole Markup Language (KML) is an XML notation for expressing geographic annotation and visualization within Internet-based, two-dimensional maps and three-dimensional Earth browsers.
