Performance metrics collection and slow request detection middleware for Tnzi.NET framework

Part of Tnzi.NET, a modular application framework for .NET 10 built on ASP.NET Core and Entity Framework Core. Functionality is split into composable modules with a managed lifecycle, shared conventions for entities, services, controllers and permissions, and an optional AI layer (agents, tools, RAG, workflows) that plugs into the same module system.
