In-memory lease store plugin for WalFlow failover.

This is intended for local development and tests, not distributed production coordination.

InMemoryLeaseStore implements:

  • ILeaseStore
  • ILeaseHandoverStore

Using the same ClusterName shares in-memory lease state across service providers in the same process.
