PostgreSQL-backed lease store and Postgres CDC worker adapter for WalFlow failover.

Handover Protocol Support

PostgresLeaseStore implements both:

ILeaseStore
IFencedLeaseStore
ILeaseHandoverStore
IFencedLeaseHandoverStore

So it supports startup handover request/ack/clear flow in addition to normal lease acquisition.

Release Semantics

Releasing a lease marks the row expired instead of deleting it. The row keeps the last fencing token so the next acquisition increments from the previous token, including after graceful shutdown or handover.
