Cloudflare R2 (S3-compatible) IObjectStorageProvider: multipart initiate, delete, signed/public download access, and content-length.

Endpoint optional — defaults to https://{AccountId}.r2.cloudflarestorage.com.
PublicBaseUrl optional — when set, download access returns a public URL; otherwise a time-limited presigned GET.
When ActiveProvider=CLOUDFLARE_R2 and required R2 settings are empty, provider operations fail with CloudflareR2.NotConfigured (no silent Azure fallback).

Upload credentials (opaque)

InitiateUploadAsync creates a multipart upload and returns UploadCredentials keys:
