Manage application secrets. Needs and Key and IV parameters for the AES algorithm. These can be generated by calling 'dotnet secrets generateKeys'. Make sure you keep these 2 in a safe place. Can also be used as a library to store secrets for eg. certificates. Uses ASPNETCORE_SECRETS_KEY and ASPNETCORE_SECRETS_IV environment variables
