This library contains CBLAS and LAPACKE API bindings to OpenBLAS and MKL and OpenBLAS binaries
for Windows, Linux and MacOS. Additionally, it has select BLAS routines implemented
using .NET intrinsics (operations with scalars and 1-dimensional vector math).
