Reusable admin authentication wiring for VapeCache hosts.

AddVapeCacheAdminAuthentication(...) service registration helper
Optional JWT bearer bootstrap from Authentication:JwtBearer
Admin policy registration (RequireAuthenticatedUser or dev override assertion)
Startup validation that fails fast when admin authorization is required but no auth schemes exist
