2、[新增] [附加属性] ScrollElement.IsReRaiseMouseWheelEvent（是否重新引发鼠标滚轮事件）。
3、[新增] [方法] 判断元素是否是滚动条中的一部分（来自 DeepSeek）（ScrollHelper.IsPartOfScrollBar）。
4、[修复] [附加属性] 让 ScrollViewer 支持鼠标拖拽（WpfTouchScrollHelper.IsEnabled）导致滚动条用鼠标拖动功能受影响的问题。
