Loading failed

- fix: tool + MSBuild integration run on the SDK-matching runtime. A net8 tool host inside a net10 SDK died loading `System.Runtime 10.0.0.0` the instant it touched MSBuild/design-time/type-provider assemblies (it looked like "FCS can't host type providers" — it can; the runtime just has to match). Tool `RollForward` Major→LatestMajor; the MSBuild target sets `DOTNET_ROLL_FORWARD=LatestMajor` on the tool exec, skips design-time builds, and passes targetFramework/outputType/defines/designTime. Verified: the net8 tool build that previously crashed in the cracker now type-checks a `Aardvark.Base.TypeProviders`-bearing project with 0 failures.
