Shared graceful-update (drain) mechanism for NextLevel game services. A Redis-backed, scope-keyed maintenance flag with a uniform admin endpoint (POST/GET /api/admin/maintenance, BasicAuth), an activeUnits heartbeat for true drain-progress, and optional hooks for per-service enforcement (loop guard, table cancellation). The flag is the single source of truth read by every replica; the host owns the actual drain behavior.
